Should one tip at a carwash?

Yes. They are like the other occupations that receive below minimum wage because they are expected to be tipped (along with waiters/waitress, pizza delivery, etc). I usually tip $2 or $3 dollars, unless they take a long time or start talking to other people, then it can go down.

Depends on the state. Also, an employee in a tipped job must be paid the Federal Minimum wage, with the employer making up the difference if they come under. So, you could find that all your tip is doing is saving the employer some money, unless the employee doesn't declare the tips.
 
Tipping if done AFTER the service is done, therefore no advance "insurance" is evident by the service workers.

I am sure they remember me (or at least the car?) because I tip well;
I love to supervise their work on my car, and my car gets better service
than the cars of the non-tippers (but otoh they save 3 dollars anyway...)
and, on a similar note, the acronym TEPS just looks (sounds) horrible;
just take it as a Tep.
