US Model S software 2023.20.7 no FSD?

Hi all,
I just downloaded software 2023.20.7 on ym model s of about 2 months old. This was supposed to be the version with FSD beta but on the autopilot options it is still grayed out. I came from software paths 2023.10 which doesn't have FSD beta in it, but I thought when I finally got 2023.20 series it would be there? Anyone else have this issue or a solution?

Yes the up front cost at delivery. On my upgrades page it does list full self driving (see screenshot). The option is there to select in the screenshot, but it is grayed out because it will be available in an upcoming software release , but 2023.20 is a FSD release.... unless it is going to wait until FSD 11.4 is available on a higher version and skip over 11.3.6?

A given software version can still be locally and remotely restricted such as only allowing usage with compatible hardware, region, purchase, etc. Maybe Tesla isn't ready to remotely activate it on presumably a HW4 vehicle or the FSD Beta software isn't compatible even with 2023.20.7. Others have been able to use FSD Beta with the same software but on HW3, so there's potential for Tesla to be evaluating HW4 in Shadow Mode to then remotely activate if no software changes are necessary.
 
I know of others with HW 4 Model X but they are using the new FSD version 11.4, not 11.3. Maybe version 11.3 is not compatible with HW4? The person I'm referring to I know of with a Model X HW4 is on an earlier software path the 2023.7.x which has FSD version 11.3. My version 2023.20.x has actually the earlier version of FSD 11.3 which may not be compatible with the new hardware?

It does appear that only 11.4.X version of FSD is available for HW4.
 
The earliest HW4 software version with FSD Beta was 2023.7.5 / 11.4.1 from May 12:

FSD Beta 11.3.6 has been available since April 9 probably before HW4 was supported, so it seems likely the mainline vehicle software will need to be updated to a stable version of 11.4.x after enough iteration and testing with "early limited access Beta."

I have the exact same problem.
I had 2023.12.300.1 and the upgraded to 2023.20.7 but no FSD beta! Not sure what the options are if any!
