I am of the mindset that this is not a lack of quality control but purposeful malfeasance and fraud...received my new model y in March of 2021. Immediately started hearing creaks and took it in. 7 return visits later they still can't fix it and I gave them recordings of the noise and finally I looked under the seat at the undercarriage and I saw this...visible rust on multiple part of the seat undercarriage. Heading back in in Feb bc that is the earliest they could schedule. Right now they are only looking to replace the bottom of the seat instead of the whole seat but man I can't understand what they heck they were doing the first 7 visits if all I had to do was look under the seat and its not genius work to see the seats are rusted junk.

Check out other manufacturer forums. The vast majority of manufacturers ship their vehicles with bare metal frames. surface rust on the frames and other seat components is a well- known issue.
I'm shocked, shocked!
I don't think you will find any car in existence without a few surface rust spots on unpainted components-- what you see is neither particularly problematic nor is it likely the cause of any issue you might be having, much less "malfeasance and fraud".

If it bothers you that much just pick up so Rust Converter. The stuff is pretty amazing for surface rust. You just apply it a couple times and the rust disappears. I have used "Corroseal" brush on that looks like vanilla milk shake for the under body and frame and it's truly amazing. There are many different kinds and brands so just do the research and try it out. Good luck
