In all seriousness, assuming the photo wasn't staged, this may be an effort to provide some theft protection for the portable EVSE. I've seen this idea discussed elsewhere: Put the EVSE "brick" inside the car, plug it into an extension cable, and run that extension cable out to an outlet, then run the J1772 plug out to the J1772 port on the car. The Volt doesn't lock its J1772 port, so if you're charging in public with the portable EVSE that comes with the car and don't do anything to secure it, the EVSE is vulnerable to theft -- anybody who comes along can unplug it at both ends and walk off with it.

The same trick can be used to keep the EVSE's "brick" out of the rain, if that's a concern.
