I think it's almost certain the OEM is BMW.

"I expect that in the future we will build battery factory in Germany " - says E. Musk - CEO TESLA MOTORS

in interview to the German magazine Spiegel.
"The German automotive industry should be more active in the development of new batteries" says Musk, "it has the best conditions."
Recently, Daimler and Toyota sold their stakes of Tesla Motors company ,but that is not afraid of Musk: "Daimler and Toyota apparently just wanted to realize a profit." Cooperation with Daimler (Mercedes) will continue. We are negotiating with BMW in connection with new technology for batteries and charging stations as well as technologies for the production of carbon fiber, which is important to our engineering department.

Interestingly Elon Musk seems to hint at new a battery factory in Germany, too.

it it makes sense to collaborate with BMW. Both organizations pride themselves on their engineering. BMW can't help but be impressed from an engineering standpoint with 3.1-3.2 for the P85D and many of Teslas other engineering accomplishments. This would be huge for Tesla and EVs and it would be interesting if it led a US carmaker to get on board and collaborate.
