Has anyone managed to book online with the link in the email? It just takes me to the "My Tesla" page with nothing about service. Calling Tesla service on the phone says to go to teslamotors.com/seatbelt which does the same thing.

Got the email too. As luck would have it, I already have an appointment for 8:00 AM tomorrow to get the tires rotated. I just called and they are also going to check the seat belt issue during my appointment!
I am seeing the same. If the site was bombarded though it would most likely just be slow on the schedule page, not redirecting to the main page, so something must be messed up.
However, can someone explain what "the seat belt not being properly attached to the outboard lap pretensioner" means? Does the seat belt not keep its tension or could it become detached?
Also, how can this have any bearing on the stock price? This should be an easy and inexpensive fix.
I found it in my junk email and was able to schedule an appointment through the link. It said it would only take 15 minutes and that walk ins were also allowed.
