Navigate on Autopilot no longer exits passing lane since 2023.12.11 (Model S Palladium)

Ever since the 2023.12.11 update, Navigate on Autopilot (EAP) no longer exits the passing lane on the highway. It will still move out of the passing lane to take an exit or avoid cones, but not to avoid just staying in the lane. Verified Exit Passing Lane in Autopilot Settings is set to "Yes" and even toggled it off and on to be sure, as well as rebooted computer. Anyone else having this issue?
 
With EAP, does Navigate on Autopilot have a Minimize Lane Changes option, or is that only with FSD Beta? In FSD Beta, that option is disabled by default (you have to enable it for each drive if you want it), but I assume that would prevent the car from moving out of the passing lane if enabled.
