My argument for 10k/wk for 3+Y in Fremont is simple.
- Fremont will supply only to non-China, non-EU once GF3/4 are operating
- The demand for 3+Y that Fremont needs to satisfy is about 10k/wk. Currently 3 sells about 4k/wk in non-China, non-EU.
- So, its not smart to expand capacity in Fremont given the complexity involved instead of just adding capacity in China/EU.

This is from the Q4 letter. It seems to support the view that 10k/wk is what they can get to for 3+Y.

Model 3/ Model Y installed capacity in Fremont will extend to 500,000 by mid-2020​
