Tesla could bypass EV incentives cap in Germany by introducing S20D

Disliking EV caps I was wondering what could Tesla do to qualify for German EV incentives that are capped at €60k. In the light of recent news where 70D can be software upgraded to 75D I think Tesla could introduce Model S 20D.

This ~60 mile range Model S 20D would cost less than €60k (around 58k) and would be software upgrade-able to 75D for a fee after the purchase.

Now the question is if €2000 in incentives is really worth all that trouble

It's quite the risk. What if lots of buyers just buy the S20D without opting to upgrade the battery later on? (Let's assume Audi or BMW want some EVs in their car pool.) Then Tesla sold a lot of software-limited S75Ds for only 60k€, possibly at a loss.

They could sell a Model S00 (batteries not included) for 60k€, then offer batteries for rent. And offer to sell batteries for $S75_PRICE - 60k€, just in case you "suddenly" want to own a battery instead of renting one, a month after buying the Model S00.

Oh, and don't forget that dealers / manufactures must offer a discount of 2000€ in order to qualify for the EV incentives in Germany. So the S00 should be sold at 58k€ (but listed for 60k€), and batteries should be $S75_PRICE - 58k€.
