Such a system is in advanced study stages by the S.A.E., the Society of Automotive Engineers which works on industry standards. Part of it is called "V to V" or vehicle to vehicle data transmission. In it's final form traffic signals will be eliminated:

1. For this to work, EVERYONE has to have said device. It's not feasible in the near term. It could be a new car standard, but then it would only be safe in X years after most of the old cars are phased out.
2. $100 might be cheap for a Tesla owner, now imagine the family who's barely making ends meet and is living in poverty?
3. This is going to happen in V2V NHTSA Level 4 (or what some people call "4b") autonomation of cars
