What I’m wondering now is if I go to a time of use plan with PG&E will my system use the powerwall if there’s no solar during the high peak time, will my powerwall know to do that?

That's basically one of the main uses of a battery, and assuming your battery has a charge that is above the backup reserve percentage the system will typically use the battery for as long as it can. It can help setting your operational mode in the app to time-based control (TBC) and selecting the appropriate PG&E plan that you have so that the system knows what the different peak/off-peack/etc. times and associated prices are.
Some connectivity oddities happen like that every once in a while. Sometimes there's an actual outage (on Tesla's side) that might be involved and might be there for some time, but that's typically fairly rare.
