If the question is " Does Tesla itself have a web app that works just like the mobile app" the answer is "no". There are various third party things you might look into, but there is no official "Tesla web app" from tesla.
You can download bluestacks gaming program and then download any android based app onto it. I have Tesla and Wyze on it so I can us them on my desktop and laptop.
There have always been web apps (TeslaFi and others) that let you monitor and control certain features of your car, but there’s still no web version of the Tesla mobile app. It’s not likely Tesla will ever implement a web app, since they’ve been moving more and more features into the mobile app.
If you're a developer you could probably develop such a thing for yourself, calling the Tesla REST apis just like the mobile app does. Might need some reverse-engineering...
