Water likely made its way into the horn opening and the metal disc that vibrates to make sound has corrosion. The age being moist from raining or actual water getting inside probably keeps it from working correctly. I've opened one of mine with this issue and cleaned it up to get it working again, and the metal disc diaphragm is very sensitive to the pressure applied by the screws holding the two pieces of housing together. Too tight and it won't make a sound.
