YES! The missing critical pc. of info that Tesla omits! WC does NOT! broadcast nor listen on it's own little SSID _EXCEPT_!! at initial deployment or briefly after poweron.

Yes exactly as per the shot of the manual someone posted above.

Step 1 energise the breaker. Followed by a note that the SSID will broadcast for 15 mins after power up.

It's the usual rush to play with the new toy without fully reading and familiarising oneself with the users manual. Then when something unexpected happens go to Facebook or find a forum to ask. Car owners manual included.

I’ve tried adding the WC to my iPhone app multiple times with no success. I’m able to connect to the WC WiFi and view it via its IP address with no issues, but the Tesla app times out every time when trying to add the WC.

Which version number of the app do you have? I had similar issues until I updated it
