How about this solution:

While detecting any parked car, after 10 seconds, playing a message of

"Welcome to this parking spot reserved for electric vehicle parking and charging. Please plug in within the next to minutes to avoid alerting a tow truck being called. The fine for parking a non-electric car is 400 USD, including the fee to the tow truck company. Have a good day"

It could be a simple speaker, or a combination of a speaker and some kind of large text display (hearing impaired people and to make sure no-one misses the message).

Message repeats a few times, until plugged in, then

"Thank you for using the Acme charging station. Please vacate the spot as soon as practical to allow for other electric vehicles to charge. Have a nice day".

If not plugged in after two minutes (or whatever time trials make it seem reasonable), the message will change to

"No charging has been detected. Tow truck is on the way, fine for release of the car is 400 USD. Please leave this electric car only parking spot immediately, or plug in your electric car now, to avoid the fine"

This system would add cost to the charging spot, however some solution would be necessary to warn people in a very clear way that what they are doing is not acceptable.

If you want to take it a bit further, then optical recognition of the license plate, and adding the registration to the tow warning message, might make it even more powerful.

"Attention the owner of registration XYZ 123, your vehicle is illegally parked in an electric vehicle parking spot. Your vehicle XYZ 123 is targeted for towing, a tow truck has is on the way. Removing your vehicle within two minutes from now will cancel your fine. Have a good day"
