That's happened to me. Did a reboot and it went back to ~70% and redownloaded the remaining portion and installed fine.

Delivery windows seem to change frequently so it is hard to say. But I would assume you will get the vehicle before 2020. If you don't, get it before 2020, unfortunately, the credit will not apply. Awesome username!

I find myself speeding less than when I had my Camaro SS 6.2L I loves to hear the sound of that engine, and the heavier my foot the better the sound. Driving my Tesla is much more tranquil.

Mine does this as well on a very specific stretch of the 15 FWY in San Diego. I just take it off NOA for a few miles.

If you play engine noises at 70 decibels, you won't notice the road noise anymore....
