It may look like that, but this white material is not stuck on the windshield on the outside. It is only removable using a razor blade carefully on the glass from the inside.
I have not found anything yet to rule out it being a windshield material.

$2600 to $3000 before insurance. Tesla does not have a sales center (or service center) in Saudi Arabia. The nearest one is in UAE (Dubai). So even if I wanted to purchase a Tesla in Saudi Arabia I would have to order and import one from Dubai and pay shipping fees and similar import taxes.

I do not see the abuse. Sales tax in my area is about $5000 for model 3. So basically the $5000 state rebate is like asking for refund of the sales taxes already paid for each vehicle.

May be it is not so clear from the pictures, but the front axle is very damaged, and the car is underivable. You can also see the wheels in the front and back are out of place.
