There are a lot of journalists (with or without an axe to grind) that know nothing about the auto industry, but that doesn't stop them from writing knowingly about it. Check this quote from the article:
"If a car company would want to increase production ten times in the span of two years, there would be frantic activities to build the huge factory that can do that. Apart from a very unfinished Gigafactory, which produces batteries only, there is no such activity to be seen at Tesla."
Tesla already has a huge factory in Fremont that has plenty of room for the new Model 3 assembly lines - all they have to do is light up the 80% of the building that is empty. I have worked in such a plant during such a ramp-up, and the activity (inside the building) is indeed frantic; but not something you could see from outside, unless you have x-ray vision.
