umm... no need to use wifi AND hotspot. The point is to share the *mobile* data connection of the phone to pass that connectivity to the car via hotspotting.
The very first line of the very first post in this thread is this:
I can't connect my car to Wi-Fi at home (apartment) and tried phone tethering and used up my hotspot allowance with the last software update and didn't even get through the whole download.

This thread is literally about how to use Public WiFi to get downloads when you don't have enough mobile data to do it.
