Using WLTP compared to the older NEDEC test cycle got a bit more realistic on energy consumtion and that is all it took these big car companies to no longer meet the efficiency standards and thus losing the incentives?
And why don't they just sell the vehicles without the incentives?

One still makes the grade, and one is still being sold without the incentive. The rest quit. Sorry, I don't remember who is who. Though, perhaps notably, VW back-burnered their hybrids being tested. Why bother when you've already been caught cheating?

To be fair, these are hybrids, not electrics. In other words, they don't (directly) compete with Tesla and were only ever sold to meet regulatory compliance requirements. Hence, no surprise when they stop being sold after being found no longer compliant.

What they *should* be doing is accelerating their EV programs. If they are, it is in secret. So far its all been underwhelming vehicles that, when announced, already don't compete with Tesla -- much less when they eventually (might) enter production.

The Audi eTron is just the most recent example of this. Big, glitzy announcement. Going on sale mid 2019. If demand is high production will start 2020. What? Its already not competitive and it *might* hit the streets in two years? Of course, Audi isn't planning on there being *any* demand. None will be in dealerships. Special order only. No salesman will try and sell these white elephants, but will instead steer you to some other offering they actually have on the lot or can otherwise get a commission on...

On this note, since they're special order direct from the manufacturer, I'm wondering how that works in the no-direct-sales states in the US.

This makes it incredibly obvious to everybody that these vehicles are in deed only designed to be compliance cars and not designed to meet customer needs as good as they can.
This is an amazing time for Tesla starting sales of the first Tesla Model 3 in Europe!

With the might of the German auto manufactures tech at hand not to mention Japan Italy etc one needs to ask why they can't meet the standards - the first thing that comes to mind is that over the years they went from an achievable "Gee-up" to a totally unrealistic level without any consultation. "YOU WILL". i.e.: got away with it a couple of times so now "we ARE experts". (Civil servants and politicians). Remember expert = x= unknown quantity, Spurt is a drip under pressure. Plenty of those in everyone's government
 
Perhaps Elon could say the same for experience he got building Zip2. But I do think if he had done doctoral level research, he'd be making very good use of that experience today.

If Elon spent 8 years in Academia/physics he would not have been able to ride the 90's internet boom. Sold Zip2, sold Paypal and gotten the capital to start SpaceX or become an Angel Investor for Tesla.

Elon would be a top notch scientist, not a multi-billionaire entrepreneur.

Much like Bill Gates had to drop out of Harvard to start Microsoft. Otherwise someone else would have beaten him to the punch.
