How to report a broken Supercharger? The 877 number isn't manned and I can't find an email address.

They use diagnostics to figure out bad chargers. This is what happens when you have an always in use network of chargers. If one stops being used for even a day it shows up on Tesla's Radar.

The easiest thing you can do to help is toss the cable OVER the top of the charger so others see it and know not to try to plug in. I looked for a photo, but apparently SpCs are so rock solid there are not any pics on the net of them down.

I may swing by there later and post a sign to alert others and prevent further damage.

I've only encountered one Supercharging stall not working and the Tesla map in the car gave us a warning of which one it was. So if you pay attention you won't try to use it.
