My daughter works in a building next to this building. She said the Tesla office is set up for a number of employees. But the announcement messed up the parking lot with all sorts of TV trucks and extra vehicles.

Best option is to keep your legal corporate headquarters where the taxes are low and you have the most corporate freedom.

You can locate your factories and management where ever you have the best access to trained workers. Silicon Valley is still jam packed with talented, educated and experienced technical workers.

This is the reason that so many American Corporations claim Delaware for their legal residence, and that many multi-nationals choose to headquarter in Ireland.

Neah, way simpler than that.
Elon wanted to cash-in some of the stock options and not pay CA taxes on the income. So he did what he had to do to "move" to TX.
Now that the tax avoidance scheme had been implemented, he can "move" back to Cali.

Wash, rinse, repeat.
