Or it might mean that since the motor can withstand a much higher max temperature than any other component then it's either the pack or inverter which is the limit. However I'm not sure what the diagram is showing, it says "Coolant Exit" next to the inverter yet those temperatures are lower than shown for the motor, I'd expect the flow to be opposite, into the inverter then out of the motor, since the inverter needs to run at lower temps than the motor.From the 162°C indicated for the motor though, it seems that might be the area (same with Roadster).
