Spotted at the LAX Lot C EV charging bank this morning. Attendant gave them a ticket, which was awesome.

Wow, ticket or not, nobody can use that charger due to the plug being locked under the hood. And I think there's a good chance the person will forget they did lock the plug under the hood and they back out and damage the charger since there's nothing to prevent that, like there is with an EV.

No possibility of feigned innocence/ignorance regarding the intended purpose of that parking space when you go through the trouble of pretending to be charging your car.
OTOH, do we know for a fact this isn't a DIY electric conversion with the charger connector placed under the hood to prevent someone from maliciously disconnecting his charge cable?

If its an electric (or even a semi-electric) car, then the owner would've gone through the trouble of getting the California HOV Access (carpool) stickers. Its too nifty a benefit to pass up.

I presume Clipper Creek EVSE's don't lock the handle to the base like ChargePoints do? If those were ChargePoints, presumably the ICEer wouldn't have a card and couldn't pull-off that stunt.
