i had similar issue. disconnect the fireman loop from HV and disconnected the terminals from the 12v battery. let it sit for about an hour and tested the 12v battery with multimeter. battery was reading 11v. Car never gave me a warning that the battery was low so the HV was always charging the LV battery.
Tesla service manuals say anything under 12.4v on the 12v battery should be changed.
