Expresslanes responded to my email. I misunderstood a little. You can nominate your bumper transponder for a full week (i.e. I call on Friday, and tell them all of next week I'll have 3 people, and for the full week it'll operate in HOV mode). Or you can nominate certain timeslots for your car (i.e. Monday from 8am till noon, etc.) but you must call 30 minutes prior to entering the HOV lanes.
