DMV renewal fees breakdown

My 23' MYLR renewal fee just came in. Was curious to understand what the breakdowns are about. And suprise to see a few things:

• Highlighted items do not exist on DMV site, and I have no clarity on what are these fees for. It's small but as a public agency, shouldn't they list all the misc fees?
• Registration Fees Includes the Alternative Fuel/Technology Fee ($3), yet this fee listed in the breakdown twice. sneaky move? Did you notice?
• Difference between Road Improvement Fee (RIF) and Transportation Improvement Fee (TIF)? Seems RIF is a panelty for EV owner?

Never cared about the breakdown for the past decade until this time...
