Battery-only upgrades to be VAT exempt from the 1st February 2024?

I've just ordered an additional Powerwall2 for which I was quoted £7700 (inc VAT). The installer has just contacted be to say it's highly likely that I won't need to pay the VAT on this due to revised Government guidelines (see below). So, if it goes through, £6417 for a Powerwall2 second battery.

There isn't a VAT exemption. They are zero-rated. Big difference.

This is also for all battery install from Feb with no need to have any PV at all. So delay until then.
