The 2018 I have shows "LTE" when it connects, which basically implies it is 4G. Since 4G isnt anywhere near to sunsetting, and 4G modems are cheaper than 5G, I doubt there is a 5G modem in there. There isnt any reason for Tesla to spend that money on that.
I think it applies to many manufacturer vehicles that had a connect service, like BMW that are typically 2015 and older. Many didn't put 4g and definitely not 5g into their basic connected services for cost savings. Tesla's, some year's previous, I believe 2015 or older (don't quote me, there is a thread somewhere with the specifics) are affected.
I think most cars after 2015 are fine, 4G isn't going anywhere, they can't even get 5G rolled out and working reliably and widespread although the phones often support it.

I wish Tesla had chosen Verizon as the carrier. On my phone I have much better coverage than on ATT. I switched to Verizon because of that.
This is definitely a local thing, as where I am, ATT is better than Verizon (my residence, my work).
Unlike with 2G and 3G, 4G support is required as part of 5G I believe. So older 4G won't sunset for a long time.
