Can't remove Twin Turbine Lug Nut Caps

Trying to swap my grey twin turbines to my 19" winter wheels, but nobody can get the d*mn lug nut caps off. I tried first after watching a video on YouTube. Broke the first one in half, halfway exposing the lug nut, but I still can't get the other half off.

So I went to two tire shops today. Both also failed. Now I have one more broken cap.

Is there some tool for these? The earliest appointment at Tesla is in February which is way too far into winter to do the swap. What does someone do if they get a flat if nobody can remove the wheel but Tesla?
 
The caps slide off easily usually. Tesla used to carry the tool and no longer seems to. Here’s the same thing for an even lower price. The two small indents in the plastic grab the inside edges of the cap on both sides and then you pull it off.

People have been known to use a knife to remove them, also (semi JK) but I’ve always used the tool to avoid scratching the plastic.

I believe this tool is for the turbine or slipstream type caps that only cover the lug nut itself. The twin turbine wheels have a 3" long plastic cover with no gap where you can get a tool behind it to pull. It's really confusing.
