What is This Banner/Cancel Button?

I swiped left to go from info on Nick to info on Tessie (see sig), and this red banner appeared. Anyone know what it is?

If you swipe (left to right) on a displayed banner (not a software update though), you'll get this red box with a X and a "Dismiss Banner?" message. I have a "Refer and Earn" banner in this location currently and I can get this same red box/message to appear by swiping on it.
