The Nvidia Titan GPU is a graphics card. It is not a computer all by itself. It is a gaming graphics card only. Gaming needs lots of parallel processing and that is what GPUs are good at.
After re-reading that, it reminded me of the conference call quote of Elon, and it occurred to me that among other reasons, Elon stating that they had three USA manufacturers that would have worked for them is a statement against MobileEye claiming that they're the only one who can do this. It also tells all three possible vendors that should one of them fall behind, then another one of them could easily be used, and for none of them to get upset, or try to slack off. Elon also said that it's pretty easy to upgrade this computer in the future on existing cars (that already have this platform (not on prior cars)), which not only suggests future improvements could be made, but also suggests interoperability with multiple vendors.
It hasn't been announced, but the schedule used to be to start production at the very end of this year... they might move it up again like they did with Drive PX 2.

It may or may not be out when the first Model 3's roll off the line unless Nvidia moves up their time table. In addition, there might be some development lead time if Nvidia can't get Tesla a few development samples.
