TEP - Denial of Rebate for Tesla Mobile Charger

Has anyone else applied for a rebate from TEP (Tucson Electric and Power) for a Tesla Mobile Connector? They denied our rebate request with the stated rationale that because it is capable of both Level 1 and Level 2 charging it does not qualify because they don't incentivize Level 1 chargers. I'm hoping to find others that have applied for this rebate and what their experience was. I'm intending to continue to argue it as it clearly is a Level 2 charger via our 240v outlet which is their only stated criteria.

Thanks for sharing your experience even if it might be with some other agency taking a similar stance.
 
What is the exact verbiage in the small print in their rebate? Does it say something like "only L2 charging is permitted for eligibility", "must support L2 charging for eligibility", "L1 charging is not permitted for eligibility", etc...

There is no fine print on the application form or their site. Definitely no reference at all to excluding any L1 capable chargers.
