Yes, part of Tesla’s 50% charging rate plan to encourage non-peak charging. Started as a pilot program and just implemented. Thought behind it is to spread out usage at locations for people who have to travel and charge during work hours and have long waits to use. $ used as incentive. I would also assume the cost to Tesla for electricity during those higher priced hours is more too. Kind of goes along with the Calif utilities’ reduced electricity usage campaign then too (what is that..4-9pm I think?).This site and I think all other local ones are only $0.20/kWh from 7 pm to 10 am.
