Pics right now: 4 working old chargers, 4 working new chargers, some still wrapped in plastic, and a temp 3-pack pallet with 3 urban chargers.

Has anybody seen this happen before?
Yes. Sometimes when a new location is initially activated, the display will change like this so that it always shows that all stalls are available but instead alters the total number of stalls at the site. So, if there are actually 10 stalls, when the site is empty it will show 10/10 stalls available in the nav. But if there are 3 cars charging then the display will show 7/7 stalls available.
 
Here now. It is as stated above. 4 new stalls still wrapped. My charge rate was only 100kW at the new stall, though I arrived with 30% SOC

This placed opened just in time. I arrived as the 9th car charging, leaving only one free spot at the temp urban stall.
You mean they are "wrapped" but functioning? To me, when you say they are wrapped it implies they are not up and running yet.
