Scratches on lower panels

Hi all - I have had my MY for about six months now. I did a thorough wash today and noticed some scratches on the exterior lower door panels behind the front wheels and in front of the rear wheels. At first I thought it was just muddy splash (had that “streak” look) but then didn’t come off when I washed the car. I was able to get it off with some elbow grease and scratch remover, but it was a pain.

Question is: what’s the best way to prevent this? Mud guards? Paint protection film? Both?

Both. Tesla offered a kit for PPF and mud flaps. I don't see the PPF online for the US store but the mud flaps are here.
