Why not adopt a simple approach though? Pay per mileage difference at MOT, how hard can that be to implement?
Because different manufacturers milometers are not all narrowly calibrated to a point where it would be fair, everyone would buy thicker tyres to save money, stupid stuff. You would need to measure cost using a separate mechanism that is consistent. This could be toll scanning at the side of roads (like many EU countries do) or some data connected GPS that frankly seems nonviable.

Dead easy to get an OBD dongle that allows you to slow down the recorded miles. Very, very dodgy, but there's people out there doing just that.
