I just got a 2013 CPO MS today, June 7, 2016, and it has this issue. Tech at SC said it was Google certificate issue. I emailed tech support to open a ticket and possibly try a firmware update.
Called MS and they said to change from "North" reference by tapping small blue button at top of map screen. Lo and behold, it now follows me where ever I go.

You can rotate the map in any direction. When you rotate the map you’ll notice the icon turn gray, indicating the map is no longer tracking your position. Touch the icon again to track your position.
BTW, do you know you can place a pin on the map as your destination and navigate to it? (See the same page).
