After @ChrisSFoot 's post, I took the lid off the dash (the wooden part). I could see a 'gasket' around the edge to keep the air in, it was felt tape. No breaks or anything. Couldn't find a gap. Was I looking in the right place?

I had the same issue where the air would not direct up to my face, it would just blow on my knees. I booked my MYP in for service, and the Tesla mechanic said to remove my dash inlays that I added. I didn't believe this could cause the issue, as they were so thin and didn't block the vents, but I removed them anyway (the double sided tape holding them on came off easily). To my surprise, the air could now be directed to my face!
Don't get me wrong, the Tesla air flow is still pretty weak, but at least I can direct to to my face now.

Just as a data point: I have those exact covers on, for about 2 1/2 years, and zero issue of the air blowing where needed. I'd honestly never even thought about it until now. Like you, I can't even imagine how that could be a problem.
They told me the same thing when I had someone out, took them off but I still couldn’t really feel the air on my face unless the fans on 9 /10
