Help identify motorcycle license plate

Was driving in my model y and changed lanes on an open road with plenty of other open lanes, motorcycle was coming up, they had about 5 seconds of available reaction time but still decided to hit the mirror off. Any chance anyone here can help identify the plate? Ive ran some frames through Topaz Video AI and enhanced the plate, seems like the first 2 numbers are 1 and 7. Let me know what you guys think. Thanks!

I took a quick look and can't make out anything. Do you have Dashcam video? I'm assuming this is from a video. I would take the video which shows the rider knocking off your mirror to your local police department.

They probably can ID the rider based on previous interactions with them, riding attire, the bike itself and other features.
