If you look at the Premium Upgrades Package for the Model S, it lists "Heated seats for every passenger". However, the Model S does come with heated front seats as standard, despite that vague wording for what the upgraded package includes.
There is no evidence of this except people carrying this on from their experience with the S and X. I can't believe it wouldn't be clearly stated if the base 3 had it.Model 3 will have front heated seats as standard.

So there is a difference between BMW and BMW USA.Heated seats are part of the cold weather package on 3 series. Standard on i3 though.
