Giga Berlin will reduce Tesla prices in Europe?

Tesla prices in Europe seem to be 36% more than in the United States. A model Y for example (which isn't available yet in EU), is
€ 68,430 in Spain, but
€ 43,892 in the US (after converting from USD to EUR for comparison purposes), a 36% increase, primarily due to 21% VAT and 10% Import Fee I believe. Is is reasonable to believe that after Giga Berlin is producing Model Y's that the Import Fee will go away thus reducing the price by 10%? That's close to $8500 USD, not chump change.

That's equivalent to $45,419, or $5,424 more than American customers pay for the electric crossover.​
Although there are more factors than taxes determining prices in each country,​
such as dealership network profit margins and transportation costs,​
explaining why the ID.4 is cheaper in the US than in Germany is something only Volkswagen can do.​
