Speed difference between your car and the adjacent lane. Your speed is being adjusted to split the difference. Specifically if the vehicle in the adjacent lane moves into yours, your car is prepared for it.
They indicate that the subject vehicle (in front of the chevrons) is going slower than you are. Put another way the chevrons show that the subject is moving back toward you (relatively).
@fasteddie7 has it right. These are shown to indicate your car is slowing down as a precaution for slow moving vehicles in the adjacent lane. But I will add that you can cancel this behavior by pressing on the accelerator.
"When moving significantly faster than vehicles in adjacent lanes, Tesla automatically reduces the driving speed. This is especially helpful in heavy traffic situations or when vehicles are constantly merging into different lanes. When Tesla detects other vehicles driving significantly slower, the touchscreen highlights the adjacent lanes with arrows and detected vehicles in gray, and Tesla reduces the driving speed as appropriate. To temporarily override this feature, press the accelerator pedal."
