I would imagine that the amount of hydrogen released from rocket launch would have negligible effects since the volume is so tiny.
I'm not sure at what level it would start to matter, but for this use, it probably would be negligible. And fortunately methane does break down and ozone restores itself. Probably the only reason atmospheric hydrogen would start to be a concern would be if a hydrogen fueling infrastructure ever took off.
