Allowed by who? No such rule exists in the US, and there are plenty of non-hardwired EVSEs that will deliver a full 40 amps on a 14-50...

Yes, you are crazy. If you can’t charge at home, don’t buy an EV. Charging at a Supercharger all the time is expensive and a hassle.
