Elon has also done this at SpaceX with the result that SpaceX is by far the cheapest space lift company out there.
Tesla is also by far the cheapest EV (by range) out there too. Which is why no one else has come up with a 300 mile range car - they can't do it profitably, whereas Tesla can.

Even so, though, it seems like Orbital negotiated a better deal than SpaceX.

Yes, the term is Vaporware. I didn't realize it has such a rich and well documented history. The practice predates the use of the term, though; IBM used to pre-announce things to slow the sales of competing mainframes.
