This would be my worry. I used to live in KC and would drive to/from Hillsboro, KS every weekend. More often than not I found myself driving through a bad thunderstorm. I live in NV now, but I can tell you that any rain and wind makes a HUGE impact on range.

I don't think they had ever removed it from the Tesla site, just supercharge.info

I live downtown. I never feel unsafe downtown. Especially walking from a well lit, fenced off parking lot to the elevator not 100 feet from where these would probably go. No reason to pack heat, and no reason to avoid the chargers if they do end up at the Eldorado.

I definitely don't know anything about permits or construction; but I think the winterization is for any exposed dirt/earth. I think if the conduit is run and everything is covered, they can build out anything above ground during the winter.

My 3 was charged there once. It went into the Service Center out there (it's not customer facing, so it isn't on any of Tesla's public information), and I needed it charged for a road trip later that day. They took it out there and charged it up.
