Did you get anywhere with this? I have this EXACT issue in my 2020 model X. I set the temp and it lightly blows cool air, stick it on HIGH and I can get some heat. It’s almost as if the car thinks it’s hot in the car when it isn’t.

Thanks for a comprehensive reply. Definitely food for thought, lane change (I do a lot of motorway miles) was my biggest factor but doesn’t feel much easier.
