That's called a Gurney flap, named after race car driver Dan Gurney. The result is improved flow separation and reduced turbulence, not more. There is a small drag penalty. The Gurney flap on Unplugged's offering is an optional extra, the base "high efficiency" spoiler doesn't come with it.
