Where can I find the Motor Vehicle Purchase Agreement not the Order Agreement or are they the same?

I checked here and saw one discussion but couldn't tell if the purchase and order agreement was the same thing. My utility is asking for the purchase agreement and said the order agreement is the wrong doc.

The Motor Vehicle purchasing Agreement (MVPA) should be in your online Tesla account. I have only accessed mine from accessing my Tesla account on the web, by:

1. Logging into my tesla account on the web by going to Tesla.com and clicking the profile icon in the top right, and completing the login process based on how you have this setup currently.

2. Once logged in, find the picture of your car and select MANAGE
3. Select DOCUMENTS
4. Select ORDER AGREEMENT

The name of the document in the order agreement is Motor Vehicle purchase agreement.
